"The APD ownership is split 50/50 between D&H and CSXT; it was originally under the control of the Albany Port District Commission (hence the "D" in APD). It acts as a neutral switching carrier within the confines of the Port of Albany and also provides service to customers on the D&H's Cabbage Island Branch, which could only be accessed by the D&H by way of trackage rights over the APD. The Port of Albany is a year-round ocean port handling bulk, break-bulk and heavy-lift cargo; principal commodities handled are wheat, corn, molasses, woodpulp and scrap metal, and it still has the facilities (currently idle) to handle bananas and motor vehicles."
